Updates January 2020

Last year, BMC was in strict and vigorous mode about vehicles parked in radius of 500 meters around No parking / Restricted Public Parking Lots in Mumbai. Penalty costing approximately Rs.4300 for 2 Wheelers and Rs.7500 for Cars (LVM) which includes towing charges are putting big hole on citizens pocket were applied.

As of January 2020, A little relief on charges, yet not be called less. Now the Illegal / Wrong parking penalty in 500 meter radius of Public Parking Lots & BEST Depots will be charges 40 Times the parking charges in that lot.

So if one parked your vehicles illegally around 500 meter radius of PPL which charges Rs.100, Then Rs.100 x 40 = 4000 is the minimum penalty fine one needs to pay. Delaying paying so may increased the charges as per rules.

About 88 private developers (Builders) set up Public Parking Lots for BMC, In City location total 44, Western Route suburban 28 and 16 lots in Eastern Suburban.

So Parking 2 wheelers and 4 wheelers in 500 Meter radius of any Public Parking Lots (PPL) is a lifetime bad memory as road fines are still high. Below are address of those PPL’s to be aware of. (may charge with time)

Amenity Parking Locations

These are any plots in Mumbai jurisdiction which has reservation applied under DCPR (Development Control & Promotions Regulations). According to rules, the owners have to develop & give 5% to 15% of that plot space for parking and hand it over to BMC. In Return, the developer / owners gets extra FSI in the balance area of plot.

As of August 2019, Mumbai has 19 such Amenity parkings ready but remains vacant due to non operations as no bidder & contractor has shown interest for same for any various reasons. Below are list of such parking space in Mumbai.

2018 & Before : As of March 2018, The active 18 Paid Parking Lots by BMC are operational. A strict rules has been implemented for all vehicles to be fined (3 to 4 times more) which parks on street in 500 metre range of these Parking lots.

Many Old residential in south Mumbai do not have parking space inside society and since years they park their vehicles on street. Annoyed and against are those whose residence are in range of 500 metres of this BMC parking lots.

Types Of Car Parking

Stilt : In this type of car parking option, the space is open from almost 2 to 3 side or all. Generally at ground level of housing society with couple of pillars / poles and roof (First Floor generally).

A little above the ground level with proper shade. Generally the parking space has to be purchased separately from builder at fixed one time cost.

Public or Private Garage : This can be a commercial or personal user with locking shutters to safety. Generally used for repairs, park monitoring and luxurious safety parking.

Open System : Like the open and public walking space of housing society, falling under Housing Society Law with fixed monthly charges for Two and Four Wheeler vehicles. This is different from Stilt (Paid Once).

Automated Parking Option : Generally found at luxurious apartments at level above ground with car automatically lifted via special lifts and parked at stilts or common parking space.

Valet Parking : A service generally use by restaurants, hotels and business premises where the visitor done runs and waste time in search of slots. VALET does the job of safe parking as an additional service.

Public Parking : Done by property developer (Private Firm) with 4 extra FSI if the residential projects in South Mumbai is 1000 Square Meter or Double in Suburbs. It benefits both, the builder and BMC who approves for providing such parking service.

Multilevel : The most space efficient facility with more then 1, 2 or more level of automated / manual parking system specially build in locations by private firms. or in partnership with BMC. Thousands of car can be safely parked under one roof of specially built structure.

Street side parking is illegal and so the need of pay and park has arise.

Like in news, parking has always been a problem in South Mumbai and now with growing suburbs, central and western suburban hotspot areas famous for shopping and tourist attractions needs more of easy and affordable car parking options.

The coming up BMC approved Public Private Partnership drive, which is multi level parking facilities at 92 locations across city that will take care of 25,000 vehicles is good enough but for sure will need more of private parking locations at every other corner including the residential gaining locations like Panvel, Navi Mumbai and Far north suburbs like Vasai and Virar.

More lots are coming up soon at locations like Jaslok Hospital at Altamount road and at Central Suburbs gaining residential like Mulund Ghatkopar LBS Marg. In 2009, after the flood havoc of 2006 BMC also came up with emergency flood safe car parking locations around Mumbai.

To keep the traffic balanced, the new location wise price hike which is believed to be +300% in few south Mumbai locations has created another panic for car owners their.

Although as said the charges depends from location to location and the new lawful restrictions of parking outside gate of residential location on public road is by itself a good revenue generation options for BMC, alternate option for legal parking on road if managed well.

MSRDC is currently running about 17 car parking locations specially under Flyovers of Eastern and Western Highways connecting Mumbai city at locations like Vikhroli, Chheda Nagar, Jogeshwari Vikhroli Link Road, Sion and Elphinstone Road, JJ Flyover, Crawford Market. Some 15 convenient parking options near Central and Western Railway station locations are available at Mulund, Khopoli, Panvel, Dahisar and Dahanu Road at present. To keep a note, if one is at locations like Domestic and International Airport in Mumbai, Here are the parking details. One must also know and follow the traffic rules in city.

2014 Updates : 35 Multi Storey Parking with individual location capacity of parking 800 cars are almost approved by civil body, Out of which only 1 is operational as of January 2014 which is at Apollo Mills, Lower Parel (SOBO) and More 3 of such multi-level-parking will be up and running by March 2014 as in news.

Those new 3 locations are at hotspots of Western Suburbs, 1 at Goregaon and 2 more at Andheri Saki Naka. By year end, 8 more operating locations are expected in Mumbai. Online booking for all such car parking locations will be started by BMC for citizen who wants to confirm a parking slot and plan their trip.

  • Indraprastha Shopping Mall : Basement and in malls premises car parking facilities available. Location, connected to railway station, Borivali West near platform number 7. Address – Swami Vivekanand Road, Datta Park, Borivali, Mumbai, Maharashtra 400092.
  • Mokhs Plaza Mall : This mall is exactly opposite Indraprastha Shopping at Borivali West.

Malad

New Parking Lots in Mumbai and Suburban

Like 2017 has practically bought some relief to the worst getting parking situations in Mumbai South and Suburban places, Hope 2018 brings in more relief. Finally 330 new parking lots have been identified and finalized which will be a pay and park with higher rates as detailed on this page, and no more place free to park your cars and bikes. These 330 odd lots will shelter 8 thousand more cars and 9 thousand more two wheelers under BMC parking scheme of Mumbai.

These lots are located at 34 odd locations around Mumbai and suburban areas. Of all these locations, BKC alone is contributing with highest number of new space with thousand new car parking possible inside. Revised Parking Details and Charges 2018

2018 is a great start and like April of 2017 brought in some expected relief from parking problems as BMC has come up with revised charges and ideas on parking slots across city.

As of this update, below are only applicable to commercial premises, which includes all private and government offices and other commercial outlets. Process of getting pay parking slots at around society / residential premise will be possible only when society apply the request to BMC and approvals are given by Traffic police department.

Pay Parking Charges depends on the density (Footfall) of individual commercial location. So BMC have decided to divide and lay charges according to 3 major categories.

Category ‘A’ will be the most crowded with major footfall commercial areas (No details given, But i guess these are locations like BKC, Nariman Point etc) , Category ‘B’ will be comparative moderate crowd and will have general offices and other commercial locations, Similarly Category ‘C’ will be the lowest crowded commercial areas.

Parking Charges Before 2018

This are the recent charges according to BMC pay and park policy for all the 92 approved lots in Mumbai and Suburbs which is under approval process.

Cars (Four Wheelers) : Total of 3960 permits be given in South Bombay, 1320 in Eastern Suburb and 2640 in Western Suburbs.
Bikes (Two Wheelers) : Total of 1650 permits in SOBO, 550 in Eastern Suburbs and 1100 in Western Suburbs.
Commercial Vehicles : In all the 3 zones as listed below, Commercial vehicles will be charges equally (Per Hour), which are Rs.90 for TRUCK, Rs.30 for Auto and Taxi and Rs.65 for privately owned buses.

Area Location : CST, Cuffe Parade, Nariman Point, Colaba and Churchgate (Highly Commercial area under Zone 1)

New Car Parking Rules Started in 2015

The parking problems and related challenges have crossed the risky mark in Mumbai and the new rules and policies which were kept on hold till 2013 have been processed and implemented. The trail period of this rules will be 3 months in specific locations of city, categorised as location ‘A’, ‘B’, & ‘C’, details of same are listed below. The new rules brings 300 percent hike in pay parking rates compare to current rates for parking lots authorized by BMC.

The motto of applying such high rates and strict rules in new parking policies is to solve traffic congestion problems along with other challenges like illegal parking. Yearly permits to park a car on road outside once residential complex and housing society boundaries will be charges up to Rs.1800 at prime locations in category ‘A’ which covers area from Colaba to Mahim and similar permit charges at western suburbs residential will be Rs.1200 per year and for Eastern suburbs will be Rs.600 yearly. This rules and charges are for one single car parking slot which will be allocated on road outside every residential localities. As per the new rules the process and permits needed scheme will be called ‘Residential Permit Scheme’ by BMC.

Few Important Questions on Such Rules

  1. First question here is who is going to keep watch on the unused but allocated bay with specific permits given to a car owner ?
  2. Have BMC already arranged share auto stands, share a taxi locations if they want a easy de-congested road ?
  3. What are the systems listed in new rules that secures the parking lots for which a car owner pays this yearly charges ?
  4. Will not people start fighting with each other due to encroachments in paid bays ?
  5. Will it actually help de congestion and solve illegal parking problem ?
  6. Will common man afford such high parking rates ?
  7. Will a middle class person who purchased his car just to get rid of local train crowd agree to take public transport instead ?
  8. Have BMC and other authorized agencies taking care of parking related issues though of “WHAT IF ON A DAY WHEN FOR SOME REASONS PUBLIC TRANSPORT CRASHES” ?
  9. Have they already worked on the encroached footpaths which was shown by leading newspapers like Mid-Day and others.

The Parking Location Categories and Hourly Charges / Car

  • Type ‘A’ Category Location (High Congestion Area) = Rs.60 Per Hour.
  • Type ‘B’ Category Location (Moderately Congested Area) = Rs.40 Per Hour.
  • Type ‘C’ Category Location (Low Congestion Area) = Rs.20 Per Hour.
  • If you parked on road side at 5 km radius of BMC authorized parking zones like Multi-Level parkings at Apollo Mills, Lower Parel location then you will pay the highest price which is Rs.80 per hour. Such 47 parking lots are within south Mumbai area of total 92 in city.

As said this policies and parking rules will be implemented on test basis at limited prime locations, majorly in category ‘A’ of city and will soon be applied all over city. Major Business hubs and similar locations in south Mumbai like Nariman Point, Churchgate, Cuffe Parade, Colaba, Bandra Kurla Complex, CST will be under Category ‘A’.

According to new parking policy, Residents parking on road outside society premise will need permit amounting Rs.1800 per month as detailed above already, The scheme is called ‘Residential Permit Scheme’

  1. Sir,
    I have take 24 h parking 2 Rs. 3120/- fopr a month as in the day time while i am at work i take my car away and in the mean while i park my bike and on return i remove my bike and park my car – Please let vme know if this ok by law as at a time i am parking only one vehicle at a time.

  2. No Need to remember this place manually, you can now directly pre-book and a parking spot on the Park+ app. I have used it in south bombay, not sure if it works in North Bombay.
